september 30th. i am ainsley earhardt. >> i am heather childers. thank you for starting your week with us. we begin with this a fox news alert. we are left wi24-hours from a government shut down. cop tol hill is silent. the house voted to delay obama care for one year. that bill heads to the senate where harry reid already saying it is dead on arrival. what happens today what happens next? kelly wright has more from washington. >> time is running out congress and the president should be working hard to get something done. instead they continue to play the blame game. democrats and republicans are blaming each other while little agreement is being negotiated. house republicans for example stood on the capitol step called on the senate to return to, would and help find a deal. >> we have haefrd from the

president, the senate democrats it should be a clean debt ceiling. that is taking the easy way out. that's the foolishness that has got us into this place and frustrated the american people that they see status quo coming out of washington, d.c. >> as the house republicans were on the steps talking about the cause an english teacher from baltimore, maryland says he supports the president challenging the members about their sincerity and warning their actions could hurt the american people. >> they act like it is all strategy and tactics. it is not. >> if congress fails the recent agreement to avert a government shut down here's how it would impact government. 8-,000 federal employees could lose pay, active military would have to stay on duty but their paycheck would be delayed.

network is monitoring tfor us. >> as of right now there is no sign that republicans and democrats will come to an agreement. with tonight's midnight deadline looming the last time this happened in 1995 and 96 the s&p fell 3.7 percent during the month long shut down. stocks bounced back after the government was back to work rising 10 and a half percent. the month after the shut down ended. but remember, that was during a very different and stronger economic period. this time there's also this looming debt ceiling and continuing appropriations needed. many economists are concerned given the differences between republicans and democrats they fear the shut down would last more than a week. markets are already reacting to the possibility of shut down. the s&p 500 was down four out of 5 days last week. the dollar also fell.

u.s. chamber of commerce the biggest lobbying groups for corporations that usually align with the gop they cautioned shut down would be economically disruptive and create more uncertainties for the u.s. economy. s&p futures are down one point which is six tenths of one percent. a oo thank you very much. thank you for joining us this morning. >> the department of justice is setting a lawsuit in north carolina for alleged racial discrimination in voter laws. they require the voters to show an id at the polls and scale back the period of early voting. that makes voting more difficult for minorities and students. proponents say the laws are necessary to prevent voter fraud. >> a small plane making a deadly crash in santa monica,

obama's friday phone call with iran's president. james rosen has more. >> greetings from washington where they have profound skepticism for motives. in the historic phone call president obama told iranian president that the u.s. believes iran has the right to peaceful nuclear energy. he urged row hani to take quote meaningful transparent and verifyable with international law. on thursday the top diplomats say germany and iran met in new york. that was also a first in 2009. they responded to comments from secretary of state john kerry who urged iran to open up the nuclear facilities. >> we are already engaging in negotiations. will>> iranian foreign minister

over the weekend the republican controlled house did make one more offer to de fund the government and delay implementation of obama care. democrats say it's a nonstarter. republicans on the other hand say senate majority leader harry reid is intentionally dragging his feet refusing to negotiate and drawing this out until the last minute to blame republicans for a shut down. >> this is the old football strategy. when you get to where you want to be at a football game you run out the clock. you run out the clock because you think you like where you are. that is what is examining on here. if they really cared whether this government shut down or not they would be here. >> they think it is still possible to strike a deal.

>> i think the house will get back together. enough time send another provision not to shut the government down but to fund it. they will have a few other options in there for the senate then. >> it will be a partial shut down if we get it to play out. 800,000 would be placed on furlough. national parks museums would shut down things like home loans may be delayed a bit. mail would still be delivered air traffic would continue social security checks would still be sent. a partial shut down some people may not notice at all. some people may notice a whole bunch. >> thank you so much. the sound bite congressman mccarthy is eluding he has a plan. >> thank you so much.
